Carl was a republican, he was manager of the Hunter
Lumber company for years in Chillicothe and
Owned the Ideal Troy
Laundry.
\He did not want to run but a group of local business
men Called themselves THE DIRTY DOZEN Literally talked him into it.
He was Born in 1895 and spent his life in Peoria and Chillicothe .. He died November 5, 1972 he was 77He took office from Woodruff on May
1, 1945 People called him a reformer but
his record shows that that was not totally true…
Main Example…He took office in May of 1945 He immediately refused to accept Funny Money from the gamblers in town BUT he DID not shut them down until September
6, 1946 What is that ? So that is a total 16 months, does that
sound like a reformer to you?
A lot of people
criticized him for that and when it was
reported that the city was in the RED after his first year he was soundly criticized…..Why would the
mayor allow gambling in town and NOT collect what we in Peoria called SIN TAX
or FUNNY MONEY. On September 6,
1946 he made his famous
NO GAMBLING IN
THE CITY OF PEORIA speech and believe me
with a few very minor set backs Gambling
ended…not the slots…we never considered that gambling in our town…it was just a
fun game most people knew they could not win
I mean CASINO gambling among the
242 Taverns we had every form of gambling known to mankind… in fact we had 9 flat out casinos But
all that ended and even Bernie Shelton our pet gangster moved out into the county.
Carl did a tremendous amount for this city He promised an intelligent honest financial honest administration and I
think he did that. He improved the
police and fire department demanding
that they be rated on their merits not
political connections, aided our infra structure and help improve our animal
control… He brought the first
DRUNK O METER TO THE Peoria Police department and bragged that
Juvenile Delinquency was down….sounds good to me.
He often told his voters that he was doing an honest
JOB. “
We are doing all this for the city without being on the TAKE from
gamblers” meaning of course the sin tax
or funny money…It seemed to most Peorians that he was indeed one of our better
mayors So he decided to run for a second
term..
So why did he lose by 3,000 votes to JOE
MALONE, a printer from the
journal star and a Democrat? That is
exactly what happened.
Carl was always a public servant and served on a dozen
boards and usually was the chairman…he was truly a great asset to Peoria …
